Rubric for District English Learner Programs

This rubric is designed for districts to self-assess program practices and processes to improve services for English learner (EL) students and increase student outcomes. The rubric contains eight sections with a total of 70 research-based items that can either be assessed through consensus or by individual review. The eight sections are:

  1. Administrative Functions and Processes
  2. Instruction and Instructional Materials for ELs
  3. Developing Systems to Meet ELs’ Unique Social and Academic Needs
  4. Recruiting, Retaining, and Monitoring Teachers and Administrators
  5. Assessing, Analyzing, and Reporting Implementation and Outcomes
  6. Professional Learning for Improving Outcomes for ELs
  7. Adapting and Scaling Up Programs and Practices for ELs
  8. Engaging Parents of ELs
